A Brief Message from the Commodore.

Please read further for information concerning the 2002 Yearbook/Rulebook, the 2001 Reporter, RRS Rule 26 Starting Procedure, and the latest concerning foil shaped rudders.

The 2002 Yearbook/Rulebook is just about ready to be mailed to all Regular Members of the NCESA. Thanks to George Welch, Ted Beier, Buzz Reynolds, and Sandra Zak for completing the many tasks required to produce the annual important book. For those of you who are unfamiliar with the Yearbook/Rulebook, in it you will find many interesting things that are in addition to the by-laws and Scantling Rules related to the E-Scow. Interesting things include instructions and dates for the Championship Regatta host, records of Regional and National Champions, names of Committee and Board members, and a complete list of the names, addresses, and phone numbers of almost all of the NCESA members.

The 2002 Reporter has been mailed to all members of the NCESA. If you have not received your copy please contact Sandra or me and we will quickly mail a copy to you. It is a good bet that a few of you have moved without providing us your new address and it likely that there are errors in our Members database. By the way Ð if you noticed that the ÒEÓ is backwards in some of the pictures and at the end of some of the reports, Steve Anderson suggests that that was intentional and due to the effects of country living and having a little fun.

The RRS Rule 26 Starting Procedure has been adopted by the ILYA and is in effect on several lakes the prescribe the RRS and NCESA Rulebook. I do not understand the rule or why it is better than the normal starting procedure that has been in effect for some time. I suspect that the Board will act upon this rule before the 2002 National Regatta on Mendota. However, in support of Rule 26, we are putting together a plan to make ÒEÓ Class Flags available for members and regatta committees. Our Rulebook describes our official emblem as a white ÒEÓ superimposed on an International Code Flag E. I suggest that our emblem will serve very nicely as the official ÒEÓ fleet flag.

I contacted Harry Melges at MBW to learn the status of the 10 people approved to use the foil shaped rudders in 2002. Harry advised me of the following

Ken Fisher has used his new rudders at the Charleston Easter Regatta. KenÕs complete report is available in the Bulletin Board section at our web-site. Ken wrote the following in the last paragraph of his report Ð ÒIn summary, for handling and control, the new foils are a tremendous improvement that is most effective when conditions reach the upper extremes of the E-Scow wind limits, effectively increasing the limits by providing more safety and control in the 20-25 range.Ó I believe Ken has confirmed that the new rudders effectively reduce one of E-Scows biggest problems at minimal expense.
