NCESA By-Laws Article IV - VOTING

All Regular Members shall have the privilege of voting by proxy at any meetings which they are unable to attend or for any other reason they may have for not wishing to cast their vote in person. Such proxies shall be suitable instructions and proper validation by the Secretary at the start of the Meeting.

To be valid, proxies must be in the hands of the Secretary before the meeting.
