NCESA - Board of Directors Meeting Minutes Teleconference August 22, 2002

| A special teleconference Board of Directors Meeting was held August 22, 2002. The Commodore and Secretary were present. A quorum being present, the meeting was called to order at 6:35 CDT. Attending: Bob Zak, Ted Beier, Bob Biwer, Tom Burton, Peter Hagar, Glenn Hallett, Doug McNeil, Terry Moorman, Dierk Polzin Not in attendance: Pete Price, Buzz Reynolds, Andy Burdick, Henry Colie, Rob Evans, Steve Suhr, Rick Turner, George-John Welch, Jr Guests: Jack Lampman NOMINATIONS COMMITTEE REPORT Jack Lampman reported for the Committee that Buzz Reynolds was reluctant to continue as an officer of NCESA and had declined the nomination to serve as Director and Officer in the next term. The NCESA By-laws allow for the Board to appoint a replacement Director. The Committee recommends that Tom Burton fill the slot of Buzz Reynolds as Rear Commodore. Biwer moved, McNeil seconded and the motion passed unanimously. The Committee also recommended that the current officers continue for one additional year in the current positions. Bob Zak as Commodore, Pete Price as Vice Commodore, Tom Burton as Rear-Commodore, Dierk Polzin as Secretary-Treasurer. This will allow for a smooth transition and add continuity. This slate will be submitted at the Annual Meeting in Madison for approval. EXPERIMENTAL RUDDER Ted Beier reporting for the Rules Committee reported that the Committee had held a meeting on 19 Aug 02 to review the reports about the Melges Experimental Rudder that had been distributed to ten different boats across the nation for evaluation. The reports had all been very positive and the Rules Committee unanimously approved moving forward with a Rules Change to reflect accommodating the new foil rudders into the Scantlings. Burton moved to approve the findings and recommendations of the Rules Committee and Biwer seconded. After short discussion about the need to ensure that all older type rudders would still fall under the modified rule the need to ensure that this new scantling be tight enough to preclude any further development in this area for a number of years. The board approved the motion unanimously. NATIONALS STARTING PROCEDURE Ted Beier and Bob Zak reported that the Rules Committee had recommended that the Nationals Sailing Instructions conform with US Sailing Rule 26 starting procedure (5, 4, 1, start) with the addition that the race committee fly a flag at the harbor gun (or at the the finish of a back to back race), and at 10 minutes to the new start, the RC should signal via horn or cannon the lowering of the flag. Either the class flag or other suitable flag should be used for this purpose. It was agreed that this was acceptable and that this system would conform with the intent of the Board at last November’s Meeting to continue to have a 10 minute notification of a start. In follow-up discussion the mention was made for the system to be consistent from year to year and to have Radio communication from the RC to the fleet be continued and hopefully enhanced.
