PRELIMINARY NOTICE OF RACE

1.  RULES

Except as any of the following are altered or inconsistent with this Notice of Race and the Sailing Instructions, the regatta will be governed by The Racing Rules of Sailing and the scantling rules of the National Class E Scow Association (NCESA), and NCESA By-laws Article V, VI, VII and Article VIII.

2.  BOATING REGULATIONS

The boating regulations of the State of New York will apply. This will include a PFD for each crew member, a paddle, an anchor with a minimum of 25’ of line, a sound device (suggest whistle) and a throwable flotation device. Upon completion of the race and staying clear of all other competitor’s, the winning boat of each race shall approach the RC to provide visible verification all required articles are on board. In addition, the RC reserves the right to perform random inspections to ensure compliance with this requirement.

3.  REGATTA VENUE

The Chautauqua Lake Yacht Club will host the 50th Annual Championship Regatta on June 27, 28 and 29, 2008 (Friday/Saturday/Sunday) on Lake Chautauqua in Lakewood, New York

4.  ORGANIZING AUTHORITY

The National Class E Scow Association in cooperation with the Chautauqua Lake Yacht Club.

5. ADVERTISING CATEGORY

Advertising shall be restricted to Category A in accordance with ISAF Regulation 20.

6.  SCHEDULE OF RACES

The warning signal for the first race is scheduled for 10:30 AM on Friday, June 27, 2008.  A maximum of six races will be sailed in the series. There will be no more than three races per day, no more than five races the first two days and no more than two back-to-back.

7. COMPETITORS BRIEFING

The Competitors Briefing will be held at 7:30PM on Thursday, June 26th, at Chautauqua Lake Yacht Club on the Lakeside Lawn.

8. ELIGIBILITY AND ENTRY

The regatta is open to all yachts which comply with the By-laws and Scantlings of the NCESA and whose helmsperson is a Regular Member of NCESA, whose crew are either Regular or Associate Members of NCESA and whose sails and equipment comply with the Scantlings and By-Laws of NCESA.

Starting and scoring to be determined following the outcome of the class vote scheduled in December 2007.

9.  REGISTRATION FEE

9.1    Regatta Entry Fee:  $120 (late fee will apply for applications received after June 9, 2008 - $160)  Skippers age 25 and under will qualify for a registration fee of $40 (no late fee will apply)

9.2    Social Package:

  • Skipper/2 Crew - $405

  • Skipper/3 Crew - $540

  • 3 Day Package for Guests - $115/each

11.  SAILING INSTRUCTIONS

The sailing instructions will be available at registration.

12.  REGATTA HEADQUARTERS

The Regatta Headquarters will be Chautauqua Lake Yacht Club, 43 East Lake Street, Lakewood, New York. (716) 763.5385.

13.  THE COURSES

The courses to be sailed will be described in the Sailing Instructions.  The racing area will be on Lake Chautauqua and will be described at the Competitors Briefing or by notice on the Official Notice Board at the Regatta Headquarters (location on WEST WALL of the sail loft building opposite pool).

14.  PENALTY SYSTEM

Rules 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required.

15.  SCORING

Six (6) races are scheduled. The completion of three (3) races constitutes a Regatta.  

Scoring shall be according to the Low Point scoring system as outlined in Rule A2 of Appendix A of the Racing Rules of Sailing.  If six races are completed, each yacht will have its worst score excluded from its total.  This modifies Rule A2

16.  MEASURING and WEIGHING

Boats that bear a silver certified lead added label and/or white tamper-proof sticker will not have to be re-weighed at the regatta site.  Sails must contain a manufacturers serial number (or measurers serial number) and a NCESA royalty tag.  Sails may be measured at the regatta site.

17.  RADIO COMMUNICATION

The Race Committee will use VHF marine radio to communicate to the competitors.  The only communication devices that may be used by competitors when racing are:  (a) a weather monitor, (b) a VHF radio tuned to receive only Race Committee transmissions that are intended for all boats (competitor channel) and (c) a cell phone that may be used for emergency purposes only.  The penalty for breaking this rule will be total disqualification from the regatta or such lesser penalty as may be determined by the Protest Committee.  Failure to hear a Race Committee transmission shall not constitute grounds for redress.  Except to make a required report or in an emergency, no transmission shall be made to the Race Committee or other person when racing.

18.  FLOTATION PANELS

Floatation panels may be required during racing at the discretion of the PRO.

19.  AWARDS

Awards will be as specified in By-Laws Article IX. Top Ten Overall, Top 3 in Red Fleet, Top Rookie, Top Woman Skipper and Top Master. Sailors have the option of participating in the Red Fleet at registration. Red Fleet is for teams attending Nationals for the first time with boats 10 years or older or with newer crews that do not expect to be in contention for top ten honors.

20.  DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk.  See Rule 4, Decision to Race.  The organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

Housing will be available on a first come, first serve basis of registered participants.  Registration will open on January 2, 2008.  Should you be interested in housing, please indicate on your registration submission.

Due to the number of sailboats we anticipate, we are unable to provide launch facilities for spectator or chase boats and/or their trailers.  Approximately one mile east of the club there is a public launch and trailer parking.  Additional information to be provided.
